    Manchester City and Chelsea cautioned of potential Premier League expulsion if found guilty of FFP violations

    The discourse surrounding Financial Fair Play (FFP) in English football has reached unprecedented levels of contention, particularly evident with the occurrence of point deductions for two clubs in the 23-24 season. The application of these penalties has left supporters puzzled, notably with Nottingham Forest receiving six fewer points than Everton for similar violations. As speculation mounts regarding potential repercussions for clubs like Manchester City and Chelsea, experts such as Robert Glancy KC, sports law specialist Mark Hovell, and accounting expert Steve Holt have delved into the possible penalties Premier League clubs might face, as outlined in their comprehensive 52-reason analysis of the Forest case.

     

    The range of penalties, as articulated by The Commission, spans from warnings to expulsion from the Premier League. The severity of the infraction determines the appropriate course of action, with “minor” breaches subject to evaluation by other commissions to ascertain the necessity and proportionality of point deductions. However, for infractions deemed “major,” even expulsion from the league could be considered a fitting punishment.

     

    In the case of Chelsea and Manchester City, their charges undoubtedly fall into the “major” category given the weight of accusations against them. The situation at Manchester City is characterized by the outright denial of all 115 accusations leveled against them in February 2023. The ensuing Commission case is expected to commence in October or November, with a final ruling anticipated in the 24/25 season, possibly as late as March or April.

     

    Meanwhile, Chelsea’s management has drawn attention to illicit payments made to agents and other entities during the Roman Abramovich era. Despite ongoing scrutiny, the Premier League has yet to officially penalize them, despite UEFA imposing an £8.6 million fine. The continuation of inquiries into Chelsea’s financial practices underscores the complexity and gravity of the FFP violations under examination.

     

    As the football world awaits the outcomes of these high-profile cases, the integrity of Financial Fair Play regulations hangs in the balance. The decisions made by the Premier League and relevant commissions will not only shape the fates of individual clubs but also set precedents for future enforcement of financial regulations in English football.
